Q. Should the UN use the common interest of the human being to let the member states understand each other and coordinate the member states to cooperate with each other? |
A. It is a good point and when you read the charter of the united nations, in particular article 1, which defines the purpose of the united nations, you will find that this is exactly one of the purposes of the organization. Please have a look at http://www.un.org/en/sections/un-charter/chapter-i/index.html. |
Q. Should the UN build a space strategy to guide the member states? Because I think for space it is about the business of all human beings. So if we want a space strategy, it must come from the UN and lead by the UN. |
A. For the UN to do anything it needs to have the agreement and the mandate of the member states. There are 193 member states as of now and often the different member states have different interests, this is why the mandates given to the united nations are sometimes more or sometimes less limited. For example, some member states do note like the idea of a ?World Space Agency“ that oversees and controls every country’s space activities, as they wish to maintain some independence for various reasons. However, there has been certain agreement tin the past to give certain mandates to the UN, for example the mandate to discuss space law which resulted in the 5 outer space treaties. There is for example less agreement among member states at this point in time to task the united nations with establishing binding rules for the long term sustainability of outer space activities. But opinions change of course and maybe one day those member states not in favor now will change their opinions and such binding rules will be established. The same goes for the idea of a global space strategy which to some extent is defined (more loosely) in the annual decisions of the GA related to outer space and by the UNISPACE conferences. |
